IGS Redistricting Study
A recent study by the Institute of Governmental Studies at UC Berkeley found that there are major tradeoffs among the criteria considered when drawing district lines. The potential for competitiveness, preserving city and county boundaries, drawing compact districts, and complying with the Voting Rights Act all influence each other and trade-offs between these criteria must be made.
The Shape of Representative Democracy
November 2005 report by The Campaign Legal Center and The Council for Excellence in Government that outlines a set of consensus principles for reforming congressional and legislative redistricting. The principles were endorsed by the League of Women Voters as one way of moving ahead to achieve real redistricting reform.
